The relationship between the Border Guard of Cao Bang
province and the Chinese border and border gate management force has been
regularly maintained in recent times. The two sides have been proactive,
flexible, and promptly exchanged information, coordinated the implementation of
border protection and management activities, and fought to prevent all types of
crimes. The Border Guard of Cao Bang province continues to strengthen
measures to seriously implement three legal documents on the Vietnam-China land
border and the management and solid protection of the system of border and land
markers.
Border Guard of Ly Van Border Gate and Border Management Company of Daxin district (China) agree on conducting bilateral patrols
Border Guard of Ly Van Border Gate is one of the units that well carry
out the border guard diplomacy. This unit and the Border Management Company of Daxin district (China) have held many meetings and conducted bilateral patrols
to protect the border. Specifically, the two sides coordinated to organize
the handling of 32 rafts operating illegally on the border river from landmark 837/1
to landmark 842.
Politician
of Ly Van Border Gate Border Guard Station, Hoang Van Bac, said that joint
patrol activities have contributed to further strengthening the solidarity and
friendly relationship between the border management forces of the two sides. At
the bilateral meetings and patrols, the two sides informed each other and
discussed the situation related to border security sovereignty and political
security in both sides' border areas; agreed on measures to manage activities
near the border area to ensure law enforcement on the border river and border
areas; satisfactorily resolved issues arising in their management areas.
The
Border Post of Ta Lung International Border Gate (Cao Bang province, Vietnam)
on July 12 attended a border protection brand themed
“Joining hands to build friendship border units and peaceful border gates” in
Longzhou district, China's Guangxi Zhuang Autonomous Region. Head of Ta Lung
International Border Guard post Nguyen Huu Thao said that during the event, the
two sides signed a memorandum of understanding to implement the content of
taking turns organizing a "civilian reception day" for each side so
that the heads of both sides' units can respond to comments from business
representatives, immigration tourists and residents; carrying out bilateral
patrols to fight and prevent violating activities on the border; and jointly
deploying legal propaganda for people on both sides of the border to comply
with the laws and exit and entry policies of the two countries.

In
the first six months of 2023, the border guards of both sides held 7 talks with
the participants of 46 turns; had 143 on-site meetings at the border guard post
level; conducted joint patrols from landmark 942 to landmark 945 with 24
participants. The two sides have carried out the work of returning and
receiving 121 cases/ 3,787 citizens illegally entering and exiting the country.
The two sides sent 509 letters to each other and made 46 phone calls via the
hotline. The content of the talks, letters and phone calls via the hotline is
to exchange information on the epidemic situation, border and border gate
situation, border crime, receiving and returning of illegal entry-exit
citizens.
Border
guard diplomacy in Cao Bang province in border protection management, border
gates, and epidemic prevention has contributed to firmly protecting national
border territorial sovereignty and maintaining security and order in border
areas and border gates. This has strengthened solidarity, friendship,
understanding and trust between the two countries' functional forces,
contributing to building a border of peace, stability, cooperation and
development.
However,
bilateral patrol activities and meetings between the two sides have not been
carried out as planned. Coordination to fight cross-border crimes is not very
effective and not commensurate with the actual situation. In addition, limited
equipment, technical means, and funding also affect border guard diplomacy and
do not meet actual task requirements.
Dismantling illegal rafts on the border river at landmark 842 area
Colonel
Dang Hong Quan, Political Commissar of the Border Guard of Cao Bang province,
said that in the coming time, the provincial Border Guard force will well carry
out border guard to meet mission requirements in the new situation. Specifically,
the Border Guard of the province will direct affiliated units to conduct
periodic talks, meetings, and border patrols in order to promptly exchange
information and coordinate well in handling incidents occurring on the border. This
aims to effectively fight and prevent all types of crimes, illegal immigration
activities and disease prevention. Local governments in border districts are
recommended to strengthen consultations and talks with the Chinese side to
resolve outstanding issues on the border as well as speed up the progress of
upgrading border gate pairs.
