Attending the meeting on the Vietnamese side, there were comrade Nguyen Thi Hoang Van, Deputy Head of the Communist Party of Vietnam (CPV) Central Committee’s Commission for External Relations; comrade Pham Sao Mai, the Ambassador of Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to China; comrade Dang Quoc Khanh, member of Party Central Committee, Secretary of the Party Committee of Ha Giang province, Head of the Delegation of National Assembly of Ha Giang province; comrade Nguyen Quoc Doan, member of Party Central Committee, Secretary of the Party Committee of Lang Son province; comrade Ngo Hoang Ngan, Secretary of the Party Committee, Permanent Deputy Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly of Quang Ninh province; comrade Trieu Dinh Le, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Council of Cao Bang province.

On the China’s side, there were comrade Liu Ning, member of Communist Party of China (CPC) Central Committee, Secretary of the Party Committee and Chairman of the Standing Committee of the People's Congress of China’s Guangxi Zhuang Autonomous Region; comrade Chen Zhou, Vice minister of the International Department of the CPC Central Committee.

Despite the impact of COVID-19 pandemic, the common perceptions gained at the 2022 Spring Meeting have been promoted by the provinces/region and achieved important achievements. Friendship exchanges at all levels in flexible forms have been maintained. In 2022, the two Sides held over 50 online talks and at-the-border meetings. Both side’s cooperation in border management, cross-border epidemic prevention and control, traffic construction and connection, trade and investment, education and training, and agriculture have been maintained and promoted. The total import-export turnover reached 7,200 million USD. The contents of exchanges and cooperation were effectively and timely implemented. The friendly neighborly relations were maintained. Both Sides’ political trust have constantly been cultivated. Difficulties during the process of cooperation have been timely resolved. National border and border security is stable. Economy - trade cooperation continues to bring practical benefits to the parties.

Speaking at the Meeting, comrade Trieu Dinh Le, Permanent Deputy Secretary of Cao Bang Provincial Party Committee highlighted that the Provincial Party Committee of Cao Bang province jointly worked with the Party of Guangxi Zhuang Autonomous Region to directed relevant agencies to study and concretize the gained common perceptions; flexibly apply various forms of cooperation as well as timely exchange of information according to the real situation; propose and agree on solutions and initiatives for resolving difficulties and create maximum conditions to restore and promote trade activities; well perform the implementation the border management, cooperation in crime and illegal entry-exit prevention and control. Economy, trade and investment cooperation continue to have qualitative changes. The construction of transport connection infrastructure has been accelerated in order to improve the capacity of goods clearance by flexible mechanisms. Total import-export turnover through Cao Bang province in 2022 reached nearly 900 million USD. Cao Bang province sent 19 students to Guangxi for university studying. Infrastructure for and the preparations for the announcement of opening of Ban Gioc (Vietnam) - Detian (China) border crossing and the pilot operation of the landscape area of the two sides have been paid attention to. The land border remains stable.

Cao Bang province wishes to continue promoting the mechanism of the Spring Meeting between the Party Secretaries and the Meeting of the Joint Working Committee between the provinces of Cao Bang, Lang Son, Quang Ninh and Ha Giang (Vietnam) and Guangxi Zhuang Autonomous Region (China). Accordingly, the two Sides continue to maintain exchanges at departmental, sectoral and local levels in many forms; strengthen friendly exchanges and promote cooperation in various fields in order to continuously enhance mutual trust and understanding in political terms; strictly implement the signed cooperation agreements and minutes by effectively implementing the role of existing cooperation mechanisms and agreements; actively complete the procedures for upgrading the border gates and open the border crossing according to the contents of the agreed and signed minutes; actively accelerate the construction of the Ban Gioc - Detian Waterfall cross-border Tourism Landscape Area and well prepare the conditions for organizing the pilot operation ceremony for tourists of both sides to visit the landscape of the two sides in 2023; propagate and strictly implement three legal documents on Vietnam - China land border and other related agreements; timely coordinate and properly handle cases arising on the border in the spirit of cooperation and friendship; strengthen cooperation in the prevention and control of illegal entry and exit and combating cross-border crimes; jointly build a border of peace, friendship, stability, cooperation and development.

At the event, the parties signed an MoU and an agreement on cooperation in personnel training between provinces of Ha Giang, Quang Ninh, Lang Son, Cao Bang and China’s Guangxi Zhuang Autonomous Region in the 2023-2027 period.

Right after the 2023 Spring Meeting ended, the 14th meeting of the Joint Working Committee of the provinces of Ha Giang, Quang Ninh, Lang Son, and Cao Bang, and the Guangxi Zhuang Autonomous Region was organized.

Consul General of Vietnam in Nanning (China) Do Nam Trung, Permanent Vice Chairman of Ha Giang Provincial People's Committee Hoang Gia Long, Vice Chairman of Cao Bang Provincial People's Committee Trinh Truong Huy, Vice Chairwoman of Lang Son Provincial People's Committee Doan Thu Ha and Vice Chairman of Quang Ninh Provincial People's Committee Bui Van Khang attended the Meeting in the bridge point of Ha Giang province.

On the Chinese side, there was Mr. Liao Pinhu, Vice Chairman of the People's Government of Guangxi Zhuang Autonomous Region.
Delegates attending the meeting discussed to deepen the cooperation relationship and negotiate to reach common understandings. Both sides affirmed that, with the attention and direction of the leaders of the Party Committees and the governments of the two Sides, the implementation of common perceptions reached at the 13th Conference, had also achieved certain results despite many difficulties due to the impact of the Covid-19 epidemic. The two sides have made great efforts to maintain exchanges of senior leaders of provinces/regions in various flexible forms such as phone calls, online talks, and face-to-face meetings at the border gate, thereby contributing to maintaining a good relationship of friendship and mutual political trust; join hands to timely resolve difficulties to promote substantive cooperation in trade, import and export, and build a border of peace, stability, friendship, cooperation and development.

Speaking at the meeting, Vice Chairman of the People’s Committee of Cao Bang province Trinh Truong Huy suggested that the two Sides should continue to maintain and promote the effectiveness of exchange mechanisms between agencies and people of the two sides; speed up the completion of procedures for upgrading Tra Linh - Longpang and Ta Lung - Shuikou border gates to international border gates, putting Ta Lung (Vietnam) - Shuikou (China) Bridge II project into operation; enhance discussions on the official opening of Na Lan - Bo Cuc border crossing; coordinate in the construction of border works, the popularization of three legal documents on Vietnam - China land border, and the crime prevention and control. This makes a positive and important contribution to cultivating the good traditional relations and deepening Vietnam - China comprehensive strategic cooperative partnership.
